The ‘Presumed’ Collusion between State & Organised Crime.

Analysing what I would call “Official Institutional Corruption”, a system which has been  meticulously adopted by various previous Egyptian administrations; we should realise that it has been introduced by several “Multi-National Corporations supported and sponsored by powerful Western Financial and Monetary Institutions.
And while they were all preaching for decades the endless ‘values’ of ‘Globalisation’ they all had the sole objective of crippling for very long time the country’s real economy, not to mention the valuable bonus they would win by destroying Egypt’s collective moral heritage and ethical traditions; rendering its population culturally vulnerable to all kinds of false ideologies penetrations.. Whether coming from Western Liberal cultures, or cultivated by the Religiously Orthodox Conservative tidal wave overwhelming large fragments of the Egyptians.
On January 3rd 2012, I posted my article entitled “The Master Sail for a safe navigation” in which I will take the liberty to bring out here some passages in order to better explain the intent of this my present article:

There are a lot of topics and interrogation marks that could be listed as “Urgent Priorities” which any governing body should confront with determination, will and courage. However I’d chose none of them!! I say that the real structural emergency - in which Egypt has been tightly entrapped for almost six decades, and if not radically resolved none of the pending urgent issues could be properly dealt with: from public debt to employment, from taxes to growth, from giant projects to security and welfare – has only one name: LEGALITY.
Legality.. The “Big Dismissed” from every political address and collective conscience.. The “Giant Absent” from any government action, media information and intellectual public debate.
Words and slogans like “Tax Evasion and Corruption are intolerable practices” or “Growth” remained only hollow words and slogans orated by profiteering professional politicians while campaigning their electoral rallies.. They were never translated into practical actions and mechanisms that the “Executive Authority” could use to reform anything whatsoever.
Throughout the years every public property was sold off far less than its real value, thus conjugating impoverishment of the state, new inefficiencies, indecent enrichment of friends of the friends…etc. And also that is due to the imposed destitution of legality.

Once the above issue is digested and becomes thoroughly comprehensible, we should be able to notice the close bond connecting concepts like “STATE” to “ORGANISED CRIME”.. Allowing both to interact and collude to their common goals and benefits, whereas each could easily and alternately adopts the other’s practices.. And as such would create a new brand of “Criminal Behaviour” tolerated and even accepted as a common daily recurrence.
A daily common recurrence that may be observed in the security forces while handling street protesters.. In the official public servants ways of dealing with the daily problems presented by simple citizens applying for their rightful official documentations.. In the way everyone tries his utmost to swindle or con everyone.. And the scenes are everywhere in every aspect of our daily life, except the very few bright examples of temporary acts of human solidarity and social unity that somehow mysteriously vanish as quick as they have initially appeared.. As if they were rehearsed for a precise reason that once achieved they would fade away.. Remember the “Field Hospitals” at El Tahrir Square? The “Revolutionary Organised Security Control Units” around the square? The self formed “Civil Vigilant Patrols”? The “Mass Prayers”?
Those were “Real” popular solidarity actions, though some were politically oriented and supported by a party or a movement for a political end.. But no one, not even the “State” bothered to amplify and recruit and engage such energies in order to obtain freely the popular thrust needed to create and fulfill a “National Project” that can absorb all our diversities into one gigantic melting pot and form that new Cultural Alloy much required to front the future sever challenges awaiting our country ahead.
That is why I’d conclude by highlighting that “..the only ‘Presumed’ in this title is the STATE itself”.
